Inês Mourão

Technical Coordinator of the Climate Action Program - LuxDevelopment

Inês de Sousa Mourão has a Master's degree in Environmental Engineering and is Technical Coordinator of the Climate Action Program in Cape Verde, supported by Luxembourg Cooperation. With over two decades of international experience, she leads climate policy planning, implementation, and monitoring processes in Africa, Europe, and the Caribbean, focusing on adaptation, mitigation, transparency, and institutional capacity building. A specialist in resilient and low-carbon development, she has collaborated with organizations such as the United Nations, the World Bank Group, the European Commission, GIZ, LuxDev, and several other agencies and institutions. She has participated in the development of National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs), and Low Emission Development Strategies (LT-LEDS) in countries such as Cape Verde, Guinea-Bissau, Lesotho, Mozambique, São Tomé and Príncipe, Saint Vincent and the Grenadines, and Zambia. A member of the UNFCCC Roster of Experts, she is recognized for her ability to integrate innovation, efficiency, and social inclusion into public policy. At the 2025 International Energy Conference, she will share her vision on how climate action can accelerate the sustainable energy transition by promoting synergies between energy efficiency, digital innovation, and climate justice—with an emphasis on local urban planning and heat island mitigation.
